Hmm. I'm not sure -- was that on Dubya's list of acceptable forms of er, persuasive interrogation techniques?Bribery? Can we incentivise the silent majority?What is the tradeoff between drawing heavily on our regulars, and "nudging" the other 150 ish mostly silent registrants to contribute?
